Prominent trainer Clarry Conners has been fined $10,000 and the John Singleton-owned This Is Australia stripped of his debut win at Canterbury in September after the colt returned a positive swab to lignocaine.
The local anaesthetic is found in topical creams used to treat horses.
Conners pleaded guilty to the charge and stewards took into account his co-operation throughout the inquiry.
But stewards did find deficiencies in the stable's husbandry in respect to the administration of topical substances.
The trainer was fined another $400 for failing to maintain complete treatment records.
In 1991, Conners was fined when Golden Slipper winner Tierce returned a positive result to lignocaine from a mouth wash but the colt kept the race and also the Sires' Produce Stakes after which he was still positive.
Tierce went on to complete the triple crown when he won the Champagne Stakes.
The Mick Price-trained Rodean was disqualified as the winner of the 2003 Blue Diamond Stakes win when she tested positive to lignocaine which was an ingredient of an ointment used to treat a cut on her leg.
