A report into a Ballarat Pacing Cup race has recommended an independent body take over responsibility in all Victoria's racing codes.
Racing Integrity Commissioner Sal Perna's report into the late scratching of six out of 10 horses in a 2014 race calls for an independent integrity body to be established.
Racing Minister Martin Pakula says he believes Victorian racing needs a modern governance structure that avoids conflicts of interest.
"However, I will await the findings of Mr Perna's investigation into the greyhound industry, as well as Racing Victoria's investigations into the use of cobalt, before making a judgment about the integrity structures of all three codes," Mr Pakula said.
