Racing Victoria has announced a change in the threshold for small wagering operators in alterations to its race fields policy.
But while consideration was given to implementing a minimum bet limit on Victorian racing as Racing NSW has done, RV said there were still legal and practical issues in the application of such a rule.
The minimum bet limit compels bookmakers to accept fixed-odds bets up to a certain amount.
RV chief executive Bernard Saundry said they would continue to explore all avenues.
It will introduce an increase in the one per cent turnover threshold from $5.5 million to $15 million from July 1 to assist smaller wagering service providers, including on-course bookmakers, to remain viable and to continue servicing all punters.
The one per cent rate applies on all pari-mutuel and non pari-mutuel bets for the first $15 million of a wagering service provider's annual turnover.
RV will also introduce a betting exchange category with a sliding scale of rates for different meetings.
Standard meetings, of which there are 459, attract one per cent of turnover, Group and Listed meetings (46) 1.5 per cent and Premier meetings (10) which includes the Melbourne Cup, two per cent.
