Racing manager Manny Gelagotis has been fined over comments he made on social media and in a radio interview in Queensland.
Racing Victoria stewards found Gelagotis guilty of improper or insulting language towards an official at an inquiry on Thursday and fined him $2000, $1000 of which has been suspended for 12 months.
Gelagotis, the racing manager for his brother Peter, was angered that Mourinho was allowed to start after being kicked behind the barriers before the CF Orr Stakes on February 13.
He vented his displeasure on Twitter and during an interview on TAB Radio.
After racing on the speed, Mourinho weakened in the straight and beat one runner home.
Gelagotis indicated that he will appeal the penalty to the Racing Appeals and Disciplinary Board.
Mourinho is due to race in the Peter Young Stakes at Caulfield on Saturday.
