Glyn Schofield has been hit with a six-meeting suspension and a $2000 fine for weighing in light after riding Wouldn't It Be Nice to third place in the two-year-old race at Rosehill on Saturday.
Wouldn't It Be Nice was disqualified and although the Australian Turf Club will pay his owners the prize money lost, punters missed out.
Racing NSW stewards will push for a rule change to allow a disqualified horse to be treated the same as a late scratching with investments refunded to punters.
The ATC has also agreed to put digital electronic scales in at Rosehill and Randwick.
While no explanations could be offered by Schofield or the two clerks of the scales as to how the incident happened, the jockey pleaded guilty to the charge of weighing in at 58.3kg, having weighed out at 59.1kg.
"It is a serious matter and has cost punters tens of thousands of dollars," chief steward Ray Murrihy said.
Schofield, who will miss six meetings including next Saturday, took the penalty on the chin but managed to have the last word.
"Can I get the club to reimburse my costs as well?" he asked.
