A Racing Australia sub-committee will consider submissions from interested groups on the controversial whip rules.
Amendments to the rule introduced in December last year limiting the number of strikes before the 100m have brought an unprecedented number of breaches.
The sub-committee will be chaired by former Victorian chief steward Des Gleeson who will be joined by Racing NSW chief executive Peter V'landys, his Victorian counterpart Bernard Saundry and Bob Pearson from Racing and Wagering Western Australia.
The sub-committee will seek written submissions from stakeholder groups and participants and report to the Racing Australia board on September 14.
